Assuring Child Support

by Irwin Garfinkel (1992)

About this book

In Assuring Child Support, Irwin Garfinkel, former director of the Institute for Research on Poverty at the University of Wisconsin, proposes a comprehensive new program of child support enforcement and insurance called the Child Support Assurance System. In the United States, rates of divorce and out-of-wedlock childbirth are climbing so dramatically that over half of the next generation is likely to spend part of its childhood in single-mother families. As many as half of these families will live in poverty, caused in large measure by the failure of the current system to secure adequate child support from absent parents and to assure minimum support when parents cannot provide it. Assuring Child Support shows how these problems could be remedied by a new national system of child support enforcement that is both feasible and affordable - a practical reform that is within the nation's grasp.^ Garfinkel critiques the current system of the court-mandated support and federal assistance programs as both inefficient and unfair, arguing that it fosters irresponsibility among absent parents - usually fathers - and encourages welfare dependence over employment for single mothers. He then details the three essential components of the Child Support Assurance System: a monetary support standard set by law; routine income withholding to facilitate collection from the nonresident parent; and government insurance against non-payment of the full benefit. Supplementing policy and economic analysis with accounts of pilot tests in Europe and the United States, Garfinkel's emphasis throughout is on a system that fosters full financial responsibility in both parents while at the same time providing a social safety net.^ In concluding chapters, Garfinkel anticipates and answers critics of CSAS, carefully demonstrating how this program can pay for itself by reducing welfare use and increasing the parental support for children. An important book on one of America's most pressing problems, Assuring Child Support compels us to recognize the precarious future facing many of the nation's children and recommends sound reforms for providing them with more secure and promising lives.

The university in chains

Henry A. Giroux

The University in Chains argues that both the academy and democracy are in peril, that a fundamental assault has been launched on the academy's unfulfilled legacy of democratic education and its present and future role as a democratic public sphere. But the rigid ideological, economic, and religious chains that are now engulfing higher education so as to eliminate critical thought, noncommodified and nonmilitarized forms of knowledge, intellectual engagement with important social issues, and interdisciplinary social formations represent more than an attack on democracy. Such assaults also suggest an attack on politics itself-that is, on those forms of teaching, exchange, dialogue, and social relations that refuse to "methodically eliminate speaking and acting human beings. "The University in Chains makes a case for reclaiming higher education as a democratic public sphere and counterinstitution, one that enables teachers and students to engage in a culture of questioning, a pedagogy of critical engagement, and a democratic politics of civic responsibility.

Acid rain and environmental degradation

Ger Klaassen

Acid Rain and Environmental Degradation is a succinct yet comprehensive survey of emission trading - a significant research and policy field of increasing importance for both Europe and the USA. Against the background of environmental policy instruments in general, Dr Klaassen presents a state-of-the-art survey of both the theory and actual applications of tradable permits. This survey also analyses international theory and experience. Later chapters examine the European acid rain issue and discuss how it can be addressed by means of tradable permits with particular relevance to sulphur emissions. Acid Rain and Environmental Degradation responds to current European policy discussions to apply emission trading on a continental scale. Because of its unique blend of theory and practice, this volume not only sets the tone for future discussions in Europe on transboundary pollution control, but also offers something for the academic economist, the environmentalist and the policy maker.

Peace first

Uri Savir

"Uri Savir has an ambitious goal: to bring peacemaking into the 21st century. "Little in today s world," writes Savir, "is more progressive than modern warfare. Yet little is more archaic than peacemaking." We remain trapped in a centuries-old mindset, with leaders bargaining warily for concessions and signing treaties that collapse because no one on the ground has any real stake in them." "Drawing on his experiences negotiating the Oslo Peace Accords as well as on trenchant examples from Ethiopia, Eritrea, Rwanda, Sierra Leone, Afghanistan, India, Pakistan, Northern Ireland, and the former Yugoslavia, Savir argues that an enduring peace is built from the bottom up, not from the top down. He describes a new model based on establishing and nurturing mutually beneficial forms of cooperation beginning on the local level, city-to-city and organization-to-organization." "This process of "glocalization" - involving local actors in global issues - is the first step toward constructing a peace ecology: a comprehensive transnational culture dedicated to breaking down the psychological and social barriers between former enemies. These efforts are furthered through the establishment of joint ventures that give each side a tangible stake in maintaining peace. Diplomacy still has a role, but it must reject maneuvering for gain and instead emphasize the advantages both sides will gain with the cultivation of lasting peace."--BOOK JACKET.
